Professor in Political Science with particular focus on public policy and administration

The Department of Political Science at Umeå University is seeking to appoint a full-time professor in Political Science with particular focus on public policy and administration from 2021-01-01 or according to agreement.  

Duties and responsibilities
The position includes responsibility for research and development within the discipline of political science with particular focus on public policy and administration. The appointed professor is expected to lead research as well as be head of the subject. The position is located in Umeå and teaching responsibilities will normally take place on the University’s campus. Active participation in the life and work of the Department is expected. This includes leadership of one of the Department’s research profiles. This profile currently encompasses research on how public sector activities at local, regional and central levels are governed.

The appointed professor is expected to be an active researcher, able to obtain external research funding in competition with others and thus contribute to developing the research profile. Responsibilities include developing courses, teaching, supervision and examination at Bachelor and Master’s levels, as well as teaching and supervision at doctoral level. The successful applicant will have particular responsibility for courses in the subject at doctoral level. Teaching is in Swedish and English.  Some administrative and leadership tasks within the Department may also be included.

Qualification requirements
The formal eligibility requirements for employment as professor are specified in Chapter 4, Section 3 of the Swedish Higher Education Ordinance and the Appointments Procedure for Teachers at Umeå University.

Academic competence refers to independent research achievements, the ability to plan and lead research, as well as to communicate and disseminate research within the wider society.   

Pedagogical competence refers to documented experience of planning, carrying out, examining and evaluating teaching; and to demonstrating a reflective approach both to students’ learning and to her/his own pedagogical role.

Assessment criteria
The assessment criteria for appointment as a professor are that the candidate must possess the degree of academic and pedagogical expertise required to qualify for the position. Other assessment criteria comprise administrative competence, academic leadership experience and the ability to engage in public outreach and collaborate with the wider society.

The general evaluation criteria for teachers at Umeå University are good collaborative skills as well as possession of the ability and suitability necessary to execute the specified pedagogical tasks to a high standard.

Particularly desirable is a strong research track record in the field of public policy and administration at local regional or national level. The applicant should also be a nationally and internationally recognized researcher who possesses the necessary prerequisites, with regard to the work tasks, to lead research and represent the subject.

Academic excellence is demonstrated through independent research achievements, the proven ability to attract external research funding in competition with other researchers, the ability to plan and manage research activities, documented national and international research collaborations, publications and the ability to communicate and disseminate research within the wider society.  Skill will also be demonstrated through leadership of research projects and successful PhD supervision from admission to the public defence of the doctoral thesis.  Particular weight will be placed on independent research, creativity, topicality,  quality and originality within on-going research in the field of public policy and administration at local, regional and/or national level, as well as on external research funding obtained as the primary applicant.

Pedagogical competence concerns the applicant’s work with students, her/his own pedagogical development and contribution to the Department’s pedagogical development. Experience of participation in doctoral education such as doctoral supervision and responsibility for designing and carrying out courses and seminars is required. With regard to this position, the assessment of the applicant’s pedagogical competence will pay particular regard to her/his documented experience of planning, carrying out, examining and evaluating education at bachelor, master’s and doctoral levels in public policy and administration. 

The successful applicant is expected to be able to carry out leadership, administrative and pedagogical responsibilities requiring an understanding and use of both the Swedish and English languages. Accordingly it is especially desirable that s/he should be able to communicate in both written and spoken Swedish and English.

Weighting of the assessment criteria
When weighting the various assessment criteria, paramount importance will be given to the applicant’s scientific ability and that her/his research profile lies within the subject area for professorship. Considerable importance will also be attached to the candidate’s pedagogic competence, particularly with regard to doctoral education. In addition, her/his level of administrative and academic leadership skill will be taken into account. Finally attention will also be paid to the applicant’s ability to engage in public outreach and collaborate within the wider society.
